Mr. Beckett's theory is quite
The supposition on which, at
any rate in West Africa, we have always proceeded, has been that the money provided
for a Private Secretary and A.D.C. to the
Covernor is appropriated to the salary of
the officer (or those officers) whom the
Governor appoints to that post, and that when the Governor goes on leave, the normal course
is for that officer (or those officers) to go
on leave witn him. The 0.A.G. is left to
make the best arrangements he can, and, as a
rule, he borrows one of the local Service,
frequently, I think, a subaltern from the
W.A.F.F. but as the 0.A.G. is not expected to
do as much entertaining as the Governor, 1 dare say he does not require anybody's regular attendance. But I seem to remember
that in Ceylon, the theory was that when the
Governor was on leave, some junior attached
to the Secretariat was borrowed to act as
Private Secretary to the 0.A.G., possibly
Mr. Cowell can confirm that.
(I was under the impression that it was usual for the Private Secretary and
A.D.C. to live with the Governor and feed at
his table, so to speak, in which case, the
high level of prices in the Colony would not be
such a heavy burden on them as this despatch
suggests.)
